Questions about the habitability certificate
Are the habitability certificate and second occupancy the same thing?
In the Valencian Community the official procedure is the declaración responsable de segunda ocupación (second occupancy declaration). It is what is commonly known as the cédula de habitabilidad for used homes.
How much does it cost?
Flat up to 150 m², €150 + VAT; from 151 to 300 m², €175, €195 or €215 + VAT depending on size. House up to 200 m², €200 + VAT; 201 to 250 m², €230 + VAT; 251 to 300 m², €265 + VAT. Municipal fees separate.
Which timing depends on you and which on the town hall?
Issuing the technical certificate depends on me: 48–72 h from the visit. What happens afterwards depends on the town hall.
What is it for?
To connect the water and electricity supply or change the account holder. Banks, notaries or the administration sometimes ask for it too.
What are the requirements?
The home must meet the habitability conditions of the Valencian regulations and must not have extensions built without a licence; if it does, they have to be regularised at the town hall first. You usually need the title deed, the owner’s responsible declaration, an IBI, water or electricity bill and the owner’s ID. Each town hall may ask for more.
Does it expire?
The old cédula was valid for 10 years. With the second occupancy declaration, water companies ask for it every time the owner of the property changes, so a new one is usually needed when buying or connecting utilities.
Can I get it for a commercial unit?
No. The certificate proves that a home can be lived in. To use a commercial unit as a home, a change of use is needed first.
Can I get it together with the energy certificate?
Yes. Both together cost the sum of the two, from €285 + VAT for a flat and €350 + VAT for a house, with a single visit.
